Staff Accountant

FSLA: Exempt

General Description

Under the direction of the Finance Director, the staff accountant performs accounting and audit duties related to agency matters. The work is of substantial complexity and requires a thorough and specialized knowledge of accounting standards (FASB, GASB, and Uniform Guidance – CFR200), systems and procedures, and advanced proficiency in using accounting software. The staff accountant prepares and coordinates financial reports, audit worksheets, cost allocations, internal control procedures and corporate filings for Pima Association of Governments, the Regional Transportation Authority and other affiliated entities.

Essential Duties, Responsibilities, and Skills

--Perform monthly, quarterly and annual accounting activities including and not limited to recording journal entries to include recurring, adjusting, and year end; reconciles and analyzes general ledger accounts and bank statements; records and codes cash receipts.
--Assists in the development of internal financial control policies and procedures.
--Generates cost reimbursement billings (invoices) to granting agencies.
--Monitors accounts receivable to assure timely payments and monitors contract/grant terms and conditions to assure compliance.
--Generates monthly expenditure reports for management.
--Prepares the monthly cost allocation spreadsheets for overhead items to various activities including direct labor allocation.
--Maintain property records and conducts inventories.
--Assists in the development of the Overall Work Program budget and reporting of program revenues and expenditures, including the Cost Allocation Plan.
--Assigns vendor codes and processes invoices for payment including check disbursements.
--Acts as liaison for accounts payable functions.
--Work requires significant attention to details, accuracy, personal initiative, and considerable use of independent judgment.
--Ability to understand and follow complex oral and written instructions, and ability to adapt to changing deadlines and to new procedures and policies.
--Must possess superior organization and communication skills and maintain effective working relationships with other staff, funding partners, and vendors.
--Good understanding and knowledge of general accounting and audit procedures and practices including requirements for non-profit organizations and public agencies.
--Performs other related work as assigned.

Supervisory Responsibilities


Minimum Education and/or Experience Requirements

At a minimum, requires combination of knowledge, skills and abilities to perform duties AND EITHER a graduate degree with one year of related experience OR an undergraduate degree with two years of related experience OR equivalent. Ideal candidate will have three years experience in government accounting, fund accounting, and not-for-profit accounting.

Computer skills

Advanced knowledge of word processing, spreadsheets and database applications as well as accounting software. Working knowledge of The Financial Edge accounting software or similar double-entry account software.
