RFQ for a Technical Services Consultant - Closes 3 p.m. Nov 21, 2018

Pima Association of Governments (PAG), a coalition of local, state and tribal governments seeks qualifications for a Technical Services Consultant to aid in the development of accurate and reliable project descriptions, scopes of work, desired performance outcomes, full project cost estimates, and associated implementation schedules for a subset of roadway and high-capacity transit projects.

The purpose of this effort is to meet the federal requirements for PAG as the Metropolitan Planning Organization for Pima County, as such, PAG the region’s long-range transportation plan must be updated as least every four years.  The long-range plan, known as the Regional Mobility and Accessibility Plan (RMAP), was last updated in 2016 with a planning horizon of 2045. PAG is currently working with representatives from the region’s jurisdictions to prepare an update of the RMAP to be approved no later than June 2020.  The RMAP Update will retain a planning horizon of 2045.  The plan will consider all forms of transportation and include a list of projects and project categories that address travel by all modes.

The RMAP planning process requires that an estimate is developed for all reasonably expected transportation revenues available out to 2045.  Included in that estimate is an expectation of continuation of the regional half-cent sales tax that funds RTA projects. 

The RMAP will support planning for the continuation of the Regional Transportation Authority (RTA) plan beyond its current sunset in 2026. 

The work will be supervised by PAG and is to be performed on an on-call, as-needed basis, and will involve close coordination and collaboration with staff from PAG, plus the member jurisdictions.

Questions and Answers

  • Question:  A “detailed schedule for completion of work” is requested in the RFQ document, but not in the Valuation Criteria.  Can you please advise if a project schedule is required? As this is an On-Call contract and specific assignments are unknown at this time, if a project schedule is required can you please provide details as to what should be included on the project schedule?

                Answer: a project schedule is not required for this RFQ

  • Question:  Do the “larger sheets” count as one page in the 15-page count?

                Answer: yes

  • Question:  Does the Letter of Transmittal, Title Page, and Administrative Requirements (Proposer’s Information Form and Price Page) count in the 15-page count?  Is the Questionnaire mentioned in the Evaluation Criteria the Proposer’ Information Form?

                Answer:  The Letter of Transmittal, Title Page, and Administrative Requirements do not count in the 15 page count. 

  • Question:  The Required Submittal Information and Evaluation document references Appendix 1 – Resumes.  However, the RFQ document does not mention resumes or the desired location within our submittal.   Can you please clarify where the resumes should be located within our submittal (before or after the required forms) and the desired length of each resumes?

                Answer:  Please place the resumes after the forms. There is no limit on length of resumes.

(local time) on  November 9, 2018.  Firms or individuals are encouraged to submit their questions as early as possible to allow PAG adequate time to prepare accurate and comprehensive responses. It is the responsibility of potential candidates to monitor the Web postings to ensure they have all up-to-date information on the SOQ requirements.
All SOQs must be received by PAG on or before 3:00 p.m. on November 21, 2018.  SOQs will be opened at 3:15 p.m. PAG reserves the right to disqualify any and all SOQs, which are not in accordance with the prescribed requirements of this RFQ.
