Orthophotography is the enhanced aerial photography that has been adjusted (rectified) to allow measurements of features within the image. Aerial photos are combined with GIS and terrain data.

Through PAG's Regional Remote Sensing Program, the agency coordinates and manages the production of digital high resolution orthophotography and elevation data sets for its member government entities. Since 1998, the region has used orthos and applied them to transportation planning, preliminary roadway and drainage design, and land use planning efforts.

Order Information

Orthophotos and elevation datasets are managed by Pima Association of Governments and made available online for the general public at a minimal reproduction cost. The online ordering process consists of copying the imagery datasets on DVD or portable hard drives.

The imagery and elevation data set consist of the following: 

  • 2015 - 6-inch, 3 band natural color with NIR 4th Band resolution, Bare Earth LiDAR (Light Detection and Ranging), digital elevation models (point file)
  • 2011 - 6-inch, 1-foot 3 band natural color with NIR 4th Band resolution, Bare Earth LiDAR (Light Detection and Ranging), digital elevation models (point file)
  • 2008 - 4-inch, 1-foot natural color resolution, Bare Earth LiDAR (Light Detection and Ranging), digital elevation models(point file)
  • 2005 - 6-inch, 1-foot natural color resolution, LiDAR (Light Detection and Ranging) of  bare earth and vegetation/building canopy, digital elevation models, digital terrain models
  • 2002 - 1-foot natural color resolution, digital terrain models
  • 2000 - 6-inch black and white resolution, digital terrain models
  • 1998 - 1-foot black and white resolution, digital elevation models, digital terrain models

Since 1998, Pima Association of Governments has contracted aerial flights every 3 to 4 years, covering over 3,200 square miles in all of eastern Pima County and parts of rapidly growing southern Pinal County. The images and terrain data allow public and private sector planners to use the images and data to help determine the following:

  • inventory infrastructure
  • transportation improvements
  • land-use projects
  • environmental conditions
  • flood plain boundaries for maps
  • public communications requirements

A digital orthophoto is a computer-generated image of an aerial photograph or aerial digitial image in which displacements caused by camera orientation and terrain have been corrected and projected to a standardized map projection. Digital orthophotos are available in either black and white (gray scale), color (red, green and blue), or multi-spectral (red, green, blue, near infrared).

A Digital Elevation Model (DEM) describes the elevation of points and break lines of the bare earth surface, but does not support contour modeling. A Digital Terrain Model (DTM) describes the elevation of points and break lines of the bare earth surface with additional data to describe ridgelines, peaks and valleys, etc., allowing it to be used for accurate contour modeling.
